Title: Chum salmon Hood Canal summer run ESU critical habitat for use in ESA/FIFRA consultations
Publication Date: 2024-07-01
Abstract:

These data represent critical habitat designated (September 2, 2005, 70 FR 52630) under the Endangered Species Act for the Hood Canal summer-run chum salmon ESU.The official NMFS critical habitat dataset for this Chum salmon (SalmonChum_HoodCanalsummerrunESU_20050902) is comprised of both river/stream (line) data and nearshore (polygon) data; together the polygons and lines represent the entire final critical habitat designation. From line data: Critical habitat includes the stream channels within the designated stream reaches, and includes a lateral extent as defined by the ordinary high-water line (33 CFR 319.11). In areas where ordinary high-water line has not been defined, the lateral extent is defined by the bankfull elevation. Bankfull elevation is the level at which water begins to leave the channel and move into the floodplain and is reached at a discharge which generally has a recurrence interval of 1 to 2 years on the annual flood series. Critical habitat in lake areas is defined by the perimeter of the water body as displayed on standard 1:24,000 scale topographic maps or the elevation of ordinary high water, whichever is greater. See the final rule (70 FR 52630) for descriptions of areas excluded from this critical habitat designation. Excluded Habitat Conservation Plan (HCP) lands and Indian lands were not clipped out of the data. From polygon data: In nearshore marine areas, critical habitat includes areas contiguous with the shoreline from the line of extreme high water out to a depth no greater than 30 meters relative to mean lower low water. See the final rule (70 FR 52630) for descriptions of areas excluded from this critical habitat designation. Excluded Dept of Defense (DOD) lands and Indian lands were not clipped out of the data.

Purpose:

This spatial data file was modified from NMFS’s “agency-official” species critical habitat data to aid in the ESA/FIFRA section 7 pesticide consultation process. For example, existing data were adapted to incorporate associated watersheds where applicable, based on the USGS Watershed Boundary Dataset HUC-12 data (https://www.usgs.gov/national-hydrography/watershed-boundary-dataset). The modifications to the NMFS critical habitat spatial data make the data more compatible for future analyses with EPA’s Use Data Layers (UDLs). The following “Description” is from the original, “agency-official” data that was used to make this HUC-based map. Most of the metadata record for this species matches the “agency-official” record; however, NMFS added a new "Citation", "File Identifier", “Credits”, “Point of Contact”, and “Lineage Process Step” that are unique to this HUC-based critical habitat data.

Process Steps

Process Step 1

CC ID: 1337034
Description:

Data creation process 2003 - 2004

cmhcs_chf1.shp

1) Fish distribution data was obtained from WDFW.

2) Preparation of the WDFW data involved analysis and overlay of event data. Event data were exported to Microsoft Access where macros were used to convert the multiple overlapping usetypes into a single continuous fish distribution layer. For more details on this process see the supporting documentation under the section on "Supplemental information". WDFW 2003

3) The ESU data were intersected with the REO watersheds (HUC5s). The result was a network of fish distribution that could be grouped by HUC5s. REO 2002

4) The HCS chum salmon fish distribution was segmented based on LLID and Fifth Field Watershed (HUC5) boundaries. Unique codes (see HUC5_LLID under attribute definitions) were assigned to each segment allowing for analysis of the data at the watershed scale. This unique identifier can be used to link the Critical Habitat data set to the Habitat Areas data set.

5) The watershed data sets did not match up cleanly with the fish distribution data sets. There were numerous instances where the watershed did not cross the stream network at the correct location. These were often small segments that introduced unnecessary complexity to the data set. We searched for these segments and changed the corresponding HUC5 attribute to match the correct watershed.

6) Data were converted to arc coverage then projected, built and cleaned.

7) The attribute tables were built and attribute accuracy was verified.

2005

In the final stages of the rule making process for critical habitat, we received comments and new information about the distribution of the ESU. During the final review of public comments and new information we revised the distribution of the ESU and made changes to the areas that were excluded from critical habitat. For a more detailed review of the changes between the proposed and final rule please refer to the final determination for critical habitat, and supporting documents.

*Note: FRN point lists were generated off the original coverages, not generated from the polylines in the shapefiles. Shapefiles were generated from coverages to post on website for sharing.

Process Step 3

CC ID: 1337036
Description:

The 2019 version CMHCS_ch.shp (GCS_North_American_1983 wkid 4269) was converted into the standardized feature class SalmonChum_HoodCanalsummerrunESU_20050902_line (GCS_WGS_84 wkid 4326) using the National Critical Habitat Geodatabase processing protocol.

During standardization, geometry was not edited. Attributes were edited. Metadata was edited and populated using the final rule and the 2005 html file "metadata_cmhcs_chf1" that was stored separately from the source data in cmhcs_chf1.shp (NAD_1927_Albers).

Process Date/Time: 2021-04-26 00:00:00

Process Step 4

CC ID: 1337037
Description:

As described above, this species’ HUC-based critical habitat dataset was modified from the line- and polygon-based species “agency-official” NMFS critical habitat data. This HUC-based critical habitat file represents the HUC-12 watersheds (USGS Watershed Boundary Dataset; https://www.usgs.gov/national-hydrography/watershed-boundary-dataset) that intersect with the “agency-official” critical habitat line-based and polygon-based data. The data were reviewed and revised to add any additional HUC-12 watersheds that were determined to have hydrologic connectivity to the critical habitat.
