Abstract

Between March 2001 and January 2002, available Hawaii pelagic longline vessel owners and/or operators were interviewed at Kewalo Basin and Honolulu Harbor to obtain cost and revenue information to support a cost-earnings analysis of this fleet. Any permitted Hawaii longline vessel that fished in 2000 and was in port during the interview period was approached. Survey questions focused on variable costs (costs incurred when the vessel actively fished) and fixed costs (costs incurred regardless of the number of trips the vessel took) as well as vessel characteristics, demographics, fishermen's comments, and the economic effects of recent management changes because of protected species issues. Operational and vessel costs were collected by personal interview with vessel owners, captains and crew. Revenue information was obtained from the Hawaii Department of Aquatic Resources commercial catch reports. In additon, commercial fishing industry members were also interviewed and provided pertinent ancillary information on the longline fleet. J. M. O'Malley and S.G. Pooley conducted this data collection.

Purpose:

The objective of this study was to provide baseline economic information associated with operating a pelagic longline vessel in Hawaii in 2000. Additional objectives included documenting physical and operational characteristics of vessels, economic impacts of the most recent regulations, fishermen's opinions on the status of the fishery, and basic demographics of the Hawaii-based longline fleet.

Sample was considered representative and non-biased with more than 80% of all active vessels in 2000 were interviewed. Measurement error was minimal.

Completeness Report:

Data was completed with no omissions and selection criteria (approached all active vessels).

Quality Control Procedures Employed:

The quality of the data was controlled throughout the data life cycle including data collection, data entry, data cleaning, and data storage. Data were collected following rigid statistical method (e.g. interviewers were trained to get familiar with the questionnaire for in-person survey). Data entry file was developed to minimize data entry errors. Data were cleaned with logic checking, skipping patterns, and outliers. Data files were stored in PIFSC’s server with password protection.

After the data were collected through in-person interview, data were entered into the data entry file in Access database. Then the entered data were cleaned with logic checking, skipping patterns, and outliers. Finally the cleaned data were used to generate data report.
