As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
This dataset contains data from the capture and recapture of over 1500 male California sea lions (Zalophus californianus) from Washington between 1989-2006. The data fields include capture data such as time, location, weight, length, and girth for each animal captured. The dataset also includes records of resights of each animal from records collected from observers from California to Vancouver Island, British Columbia, Canada. The dataset also contains information from opportunistic captures of Steller sea lions (Eumetopias jubatus) in the same region.

Lineage Statement:
Juvenile, subadult, and adult male California sea lions were captured at two locations in Washington (i.e. Everett and Seattle). The time, location, weight, length, and girth for each animal was recorded. Subsequently, animals were marked by a brand (hot iron) and/or flipper tags. Resights of marked individuals were recorded. Dataset reflects information of captured California sea lions in Washington and their subsequent resights/observations throughout the Pacific Northwest.

Data (including morphometric and resight information) are transcribed in datasheets/books while in the field. At the end of the day, data are entered into the database. Information in each field are cross checked with the original datasheet for errors, duplicates, and misspellings. The number of entries are cross checked with numbers of animals captured or resights seen.

The EDMC Data Documentation Procedural Directive requires that NOAA data be well documented, specifies the use of ISO 19115 and related standards for documentation of new data, and provides links to resources and tools for metadata creation and validation.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
There are no legal restrictions on access to the data. They reside in public domain and can be freely distributed.
