NMFS HQ / ST6 has been tasked with developing and hosting a system that automates the submission of export Bluefin Tuna catch document (BCD) program forms for the Northeast Region.

This system will essentially be a Dealer Log Book system for ~ 200 Atlantic and Pacific Bluefin Dealers / Exporters. The dealers are required to submit their reports bi-weeklywithin 24 hours of export. The statement of work also contains future phases for integrating import bluefin tuna catch documents and reconciling historical databases.

The National Marine Fisheries Services (NMFS) Office of Science and technology developed and produced the highly migratory species (HMS) international trade permitting (ITP) system 2 years ago.

The scope of the current project is to build an on-line solution that automates the submission of export Bluefin Tuna Catch document (BCD) program data. The system will be used by ~ 200 Atlantic and Pacific Bluefin Tuna Exporters. The system will be an additional module to the existing HMS system with an internet access for bluefin tuna exporters, and intranet access for the agency users. The project scope includes the block for ITP renewals.

- The BCD will be within the HMS database schema.

- BCD module will be developed using Java for the front end, and Oracle 10g as the back end.
