Summary
The National Saltwater Angler Registry (NSAR) system will allow the processing and integration of state provided saltwater angler license and registration data with the NMFS-collected national registration data into a database which can be used as a consolidated phone book of the nation's recreational saltwater anglers.
The NSAR provides frames for MRIP angler effort and socio-economic surveys.

Extents
Alaska, Washington, Oregon, California and the Western Pacific Islands are exempt from the NSAR based on their participation in a NMFS-approved regional program that submits regional recreational catch and effort estimates to NMFS.
All Atlantic Coast states, all Gulf of Mexico Coast states, and Pennsylvania are currently submitting state license data to NMFS and therefore anglers who have a saltwater recreational fishing license or registration from those states are automatically registered in the NSAR and are therefore exempted from the requirement to register via the national registration interface.
Hawaii, Puerto Rico, the U.S. Virgin Islands and the District of Columbia are not exempt and are not currently providing license data and therefore anglers who fish in those areas must register with the NSAR via the national registration interface (https://www.countmyfish.noaa.gov/register/) if he/she does not have a valid saltwater recreational fishing license or registration from one of the states granted exemption status.

Purpose: |
The purpose of the NSAR is to provide: - A process to allow loading of state provided saltwater angler license data into the NSAR database, including the retention and encryption of source files - A quality assurance process to implement quality control measures and data cleansing processes on angler registrant data that has been provided by the states - A data reconciliation process to merge registrant and registration records within and across data sources - The generation of Quality Control Reports on state provided data - A provision of sending the cleansed data back to the states - A process for the generation and delivery of survey frames, including the retention of all delivered frames - A process for storing survey samples |

This metadata record is intended to provide current, summary information on the National Saltwater Angler Registry (NSAR) National Registraion Interface (NNRI). As the system continues to evolve, each production release of NNRI will have a child metadata record within this parent record (see "Child Items" below). According to the National Research Council (NRC) review, the current recreational survey approaches, which rely on random telephone contacts with residents of coastal county households to collect marine recreational fishing effort data, result in significant survey over-coverage since relatively few households include active anglers, and under-coverage since some anglers do not live in coastal counties or they live in coastal counties but do not have landline telephones. The review advised that over-coverage results in severe sampling inefficiency and that under-coverage may lead to serious bias in the resultant effort estimates since anglers from non-coastal counties are likely to have different effort characteristics than those from coastal counties. The NRC Panel recommended the development of and subsequent sampling from a comprehensive national saltwater angler registry. The panel further recommended that the registry be established either by implementing a federal registration requirement or by expanding current state saltwater licenses to include all saltwater anglers. |
