As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
The North Pacific and South Pacific Albacore Troll and Pole-and-line Fisheries project contains landings, logbooks, and size composition data from U.S.A. troll and pole-and-line vessels fishing in the North and South Pacific, from 1952 and 1987, respectively, to the present.
Notes: Only a maximum of 4000 characters will be included.

Completed logbook forms are submitted to SWFSC by vessel operators. The data are edited, entered by SWFSC staff and a private data entry company. The data are managed by SWFSC staff. Size samples are collected by port samplers, observers, and crew, submitted to SWFSC. The data are edited, entered and managed by SWFSC staff. Landings data are collected from industry, foreign fisheries agencies, state agencies and the PacFIN system, integrated with other data in an Oracle database

6. Data Documentation
The EDMC Data Documentation Procedural Directive requires that NOAA data be well documented, specifies the use of ISO 19115 and related standards for documentation of new data, and provides links to resources and tools for metadata creation and validation.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
Logbook and landings data are confidential and can only be presented in summarized form to the public. However researchers with appropriate clearance can access the more detailed data. Size data are not confidential. Those with access to confidential data need a signed non-disclosure agreement statement to access the detailed data. There are no constraints on access to summarized data.

8. Data Preservation and Protection
The NOAA Procedure for Scientific Records Appraisal and Archive Approval describes how to identify, appraise and decide what scientific records are to be preserved in a NOAA archive.
