As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
Data set includes port samples of reef fish species collected from commercial and recreational fishery landings in the U.S. South Atlantic (NC - FL Keys). The data set serves as an inventory of samples stored at the NMFS Beaufort Laboratory as well as final processed data. Information that may be inlcuded for each sample is trip level information, species, size meansurements, age, sex and reproductive data.

5. Data Lineage and Quality

Process Steps:
- Physical age samples are received from port agents located from North Carolina through east coast of Florida and Florida Keys. Electronic data corresponding to samples are obtained from originator of the samples. The data are formatted to uniform codes, based on the NMFS TIP system codes, and uploaded to Access data base file. The data recorded on the sample containers is verified with electronic data. If samples match, the data is recieved into the database. If there are discrepancies, the port agent is notified and data are corrected. If the sample data cannot be rectified, then the physical sample cannot be used.

The electronic data in the database are compared to hard-copy data sheets and information recorded on physical sample containers. If the data do not match, the originator of the sample and data are contacted for corrections.
6. Data Documentation
The EDMC Data Documentation Procedural Directive requires that NOAA data be well documented, specifies the use of ISO 19115 and related standards for documentation of new data, and provides links to resources and tools for metadata creation and validation.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
Waiver Needed. Magnuson-Stevens Confidential--50 CFR, Part 600. Title IV, Section 402, subsection b. The referenced data set is made up of observations on individual fish and reports of catch and effort collected from individual commercial fishing vessels .
