As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
This data set is an LAZ (compressed LAS) format file containing LIDAR point cloud data. This data set is an LAZ (compressed LAS) format file containing LIDAR point cloud data. In March 2012, WSI (Watershed Sciences, Inc.) was contracted by Woolpert, Inc. (Woolpert) to collect Light Detection and Ranging (LiDAR) data and digital imagery in the fall of 2012 for the Bridge Creek LiDAR site in Oregon. The LiDAR survey used a Leica ALS60 laser system, classified to ground and non-ground points, stored in LAS 1.2 format. WSI (Watershed Sciences, Inc.) was contracted by Woolpert, Inc. (Woolpert) to collect Light Detection and Ranging (LiDAR) data for the Bridge Creek LiDAR site in Oregon. The project area delivered is 9163 square acres. These files contain classified topographic lidar data as unclassified valid topographic data (1), and valid topographic data classified as ground (2). Classes 1 and 2 are defined in accordance with the American Society for Photogrammetry and Remote Sensing (ASPRS) classification standards.

Process Steps:
- 2012-09-27 00:00:00 - The LiDAR survey was accomplished with a Leica ALS60 system mounted in a Cessna Caravan. Table 6 summarizes the settings used to yield an average pulse density of greater than 8 pulses/m2 over the larger Bridge Creek LiDAR acquisition and of greater than16 pulses/m for the priority reach areas.
- 2014-09-05 00:00:00 - The NOAA Office for Coastal Management (OCM) received the topographic files in LAS format. The files contained lidar easting, northing, elevation, intensity, return number, etc. The data was received in UTM Zone 10, meters. The vertical coordinates were referenced to NAVD88 in meters using the Geoid03 model. OCM performed the following processing for data storage and Digital Coast provisioning purposes: 1. The data were converted to LAZ format. 2. The vertical coordinates were reprojected to ellipsoidal heights and horizontal coordinates were reprojected to geographic.

The EDMC Data Documentation Procedural Directive requires that NOAA data be well documented, specifies the use of ISO 19115 and related standards for documentation of new data, and provides links to resources and tools for metadata creation and validation.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
