Abstract

This Digital Elevation Model (DEM) was derived from the (2007) lidar and terrain data collected by the Florida Department of Emergency Management (FDEM). The existing LiDAR and terrain data was processed by Woolpert, Inc. to a DEM at a five foot spacing, tiled, and numbered into 5000' x 5000' tiles according to the Florida Statewide (2007) tiling scheme for the Southwest Florida Water Management District's Topographic Information and Publication System (TIPS) project in 2008. This metadata record covers an aggregate of collections in 2007 in Southwest Florida to facilitate distribution through the NOAA Digital Coast.

Purpose:

This Digital Elevation Model (DEM) was constructed for the explicit purpose of water modeling within watersheds. The data is designed to meet or exceed the National Spatial Standards for Digital Data (NSSDA) as specified in the survey reports that accompany the original project data.

Conceptual Consistency:

The LiDAR data was acquired using a Leica ALS50 from an average altitude of 3,000-feet above ground level to provide an average ground sample distance of 2.1-feet. First and last return data was collected along with the signal return intensity. Two redundant airborne GPS bases stations were utilized during the data acquisition with maximum line-of-sight distance between the base station and aircraft of 20-km. The LiDAR data was reduced using Grafnav (Waypoint Consulting) for GPS post-processing, PosProc (Applanix Crop) for IMU processing, ALS50 Post Processor (LH Systems) to initial LiDAR processing, TerraScan (Terrasolid) for initial point classification, and proprietary Woolpert developed software for refining the point classification and QC. The LiDAR data was reviewed in 3D using a digital photogrammetric workstation using ADS40 digital stereo imagery. 3D breaklines were collected at the digital photogrammetric workstation during the LiDAR data review. These breaklines were delineated to insure the DTM is hydrologically correct. The original LiDAR data was developed in accordance with the Federal Emergency Management Agency's (FEMA) Guidelines and Specifications for Flood Hazard Mapping Partners, Appendix A: Guidance for Aerial Mapping and Surveying, April 2003.

The existing LiDAR Masspoints and breaklines were imported into ArcGIS v9.2 with Service Pack 6 and the LP360 extension (by QCoherent, Inc.) v 1.62. The LiDAR data and Breaklines were used to construct a hydro-enforced surface that was exported as a Floating Point grid (.FLT format). The grid file was provided in ESRI 32-bit floating point Grid format.

Original data for FDEM Southwest Florida DEMs were downloaded from the FDEM ftp site ftp://ftp.labins.org/LiDAR/ by the NOAA Office of Coastal Management. Data were in ESRI ArcGrid format with vertical units of feet. To provide the data in an open format, NOAA converted the DEMS to GeoTIFF format and vertical units of meters using 'gdal_translate -scale 0 1 0 0.3048 infile.adf outfile.tif' for each file.
