Abstract

These data are LiDAR orthorectified aerial photographs (8-bit GeoTIFF format) within the Oregon Lidar Consortium West Metro project area. The imagery coverage is extended a minimum of beyond the project AOI. A GSD (Ground Sample Distance) resolution of 3 inch was used for each four-band color pixel. QSI recommends viewing the orthoimagery in ESRI ArcMap software using a raster catalog. For best results, stretch type should be set to 'None' and Gamma Stretch should not be applied (Layer Properties -> Symbology Tab). The circuit is projected in OGIC. Units are in International feet.

Horizontal Positional Accuracy:

To assess the spatial accuracy of the orthophotographs, they were compared against check points identified from the LiDAR intensity images. The checkpoints were distributed evenly across the total acquired area, and were measured on surface features such as painted road lines and fixed high-contrast objects on the ground surface. Horizontal accuracy applies only to the portion of the swath that was orthorectified to the LiDAR-derived DEM. Outside of that, accuracy and radiometry at ortho seams are not guaranteed. The accuracy of the final mosaic was calculated in relation to the LiDAR-derived control points. The orthophoto horizontal accuracy is reported as the root-mean-square error (RMSE). For this data set, the RMSE is 50 cm.

Description:

All orthophotographs for the West Metro study area have been processed and reviewed for contracted accuracy and completeness. Ortho mosaics were reviewed at a scale of 1:2000 and reviewed against the LiDAR intensities to ensure of no seam artifacts or offsets.

Orthophoto data acquisition took place from January 2nd - 3rd, 2013. The survey utilized an UltraCam Eagle digital camera system mounted in a Cessna Caravan. Frames were captured with 70% forward overlap and 50% sidelap to reduce the extent of non-nadir portions of the imagery in an effort to cut down on the presence of building lean. Ground level GPS and aircraft IMU were collected during the flight.

Orthophoto Data Processing: 1. Acquired frames were reviewed to ensure complete coverage of the study area and absence of any obscuring features within the frames such as clouds or fog. 2. Image frame radiometry was edited to create the most homogeneous tone/coloration possible across the entire study area, and image frames were exported as 8 bit tiffs. 3. Photo exterior orientations (EO) were computed using POS processing software, based on independent data from the LiDAR system, IMU, and aircraft. 4. Computed exterior orientations were applied to the radiometrically corrected tiffs, and aerial triangulation was performed to align photos to each other as well as to ground control RTK points. 5. Adjusted image frames were draped upon a DEM generated from the LiDAR grounds and orthorectified, generating 8 bit GeoTiffs for each acquired frame. 6. Individually orthorectified GeoTiffs were mosaicked together to form a single seamless image and to correct for any remaining radiometric inconsistencies, and then output as GeoTiffs according to the specified tiling scheme in order to yield manageable file sizes. 7. The output mosaic GeoTiff tiles were compared to the LiDAR intensities in order to assess their accuracy.
