Abstract

All imagery was collected during the 2014 Spring flying season during leaf-off conditions for deciduous vegetation in the State of South Carolina. The sun angle was at 30-degrees or greater, and streams were within their normal banks. During the flight planning and acquisition, a significant effort was made to limit clouds, snow, fog, haze, smoke, or other ground obscuring conditions in the imagery. In no case does the maximum cloud cover exceed 5% per image. Within the immediate areas of power plants, factories, or controlled agricultural burns some steam or smoke and/or shadows may be visible on imagery.

Abstract:

Purpose:

Under the management of the National Oceanic and Atmospheric Administration (NOAA) Coastal Services Center, high resolution multispectral imagery at a half-foot (0.5) pixel resolution covering approximately 1200 square miles of the political jurisdiction of the Horry County South Carolina were acquired.

Each image pixel is assigned a triplet of numeric values, one for each color band. Numeric values range from 0 to 255. Areas where data is incomplete due to lack of full coverage (all outside of the AOI) are represented with the numeric value of 0.

Description:

The imagery was acquired on February 24,25,27,29 of 2014 and March 2 of 2014 using Leica ADS80 sensor 30101 multispectral scanner with a fundamental image resolution of 0.48-feet over the project area. The ADS80/SH81 uses Leica IPAS direct positioning and orientation system that is based on airborne GPS and inertial measurement unit (IMU) technology. Airborne GPS and IMU data were post-processed using IPAS Pro 1.3 software package while all source imagery was processed using Leica XPro 5.0.1 software package. This package provides the capability to perform digital image processing, aerial triangulation and image rectification. Image mosaicking and final tiling was performed using OrthoVista 4.6 software.

Ground based photo control points were established throughout the area of interest using a combination of conventional and GPS survey methods in order to support softcopy aerotriangulation and photogrammetric mapping meeting the accuracies specified in this Scope of Work. This control supplemented the exposure station control obtained from the onboard Airborne Global Positioning System (ABGPS) and Inertial Measurement Unit (IMU). Photo control points established for this project have a combined local and network accuracy at 95% confidence of less than or equal to five (5) centimeters horizontally and vertically as determined by the residuals of the network adjustment.
