As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
This dataset is a collection of GeoTIFF and MrSID format natural color orthophotos covering Duval County, Florida. An orthophoto is remotely sensed image data in which displacement of features in the image caused by terrain relief and sensor orientation have been mathematically removed. Orthophotography combines the image characteristics of a photograph with the geometric qualities of a map. Imagery was acquired for Duval County at 0.9 foot ground sample distance (GSD) resolution. Flight height maintained during mission was 9,000 feet AGL. The imagery was captured at 12-bit radiometric resolution and converted to 8-bit radiometric resolution during post processing. The imagery was captured with 60% forwardlap and 30% sidelap between all adjacent flight lines. The imagery was obtained and processed by all digital means beginning with data acquisition using a Z/I Imaging Digital Mapping Camera (DMC), serial number DMC01-0044. The orthophotos are available in GeoTIFF and MrSID form. The projected coordinate system is State Plane Florida East (FIPS Zone 901), NAD 83 HPGN, GRS 80, Units Feet.

Process Steps:
- 2007-03-18 00:00:00 - The imagery was collected at an altitude of 9000 ft using an Intergraph Digital Mapping Camera (DMC). Image quality was verified during the post flight review phase. Factors considered during this review included but were not limited to the presence of smoke and/or cloud cover, contrails, light conditions and sun glint. Ground control consisted of photo identifiable surveyed points. Aerotriangulation point measurement accomplished with a combination of automatic and manual point measurement. Pass and tie points were automatically generated. Control was manually measured. A single bundle adjustment was performed on the entire county. A DTM was generated consisting of pass and tie points automatically generated during aerotriangulation and breaklines that were collected stereoscopically. The photography was orthorectified using the DTM. Seamlines were generated using a combination of automated and manual seamlines generation. Color balancing was applied during the mosaic process to create seamless imagery to the highest extent practically achievable. The DMC collects twelve bit image data which requires radiometric conversion to output in standard eight bit image channels. Final image tiles were reviewed for artifacts and anomalies and adjusted as part of quality control procedures. When necessary, local correction to the imagery were performed to minimize such effects.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
This data may be used by the requested party for stated purposes and should not be re-distributed.
