Abstract

These data are from LIDAR flights of the Sacramento-San Joaquin Delta conducted during late January and February of 2007. The work was conducted under contract issued by

California Department of Water Resources to URS Corporation. The prime LIDAR creation subcontractor was EarthData International, (later Fugro EarthData), also known as EDI.

The principal aerial survey firm under subcontract to EDI was Airborne 1 Corporation. In effect, Airborne 1 performed the aerial survey, and EDI did the processing and deliverables

preparation. Also involved in the contract to URS was an independent QA/QC firm, Spectrum Mapping LLC.

The data was delivered to OCM as unclassified, multiple return elevation measurements and intensity in LAS V1.0 format. The NOAA OCM used an unsupervised classification algorithm to

classify the data into the following ASPRS classifications: Class 1 (Unclassified), Class 2 (Ground), and Class 7 (Noise) . Class 2 includes bare earth points and water points.

Purpose:

High-resolution digital elevation maps generated by airborne and stationary LiDAR have led to significant advances in geomorphology, the branch of

geoscience concerned with the origin and evolution of Earth's surface topography. LiDAR provides unique characteristics relative to other remotely sensed data sources

by providing three-dimensional feature information that cannot be derived from traditional imaging sensors.

Data Quality

Accuracy:

The identification of features is provided by the distinct electromagnetic energy it emits,reflects, or otherwise transmits. This is called the spectral signature.

Other signatures such as tone (lightness or darkness), texture (surface roughness or smoothness), pattern,shadow, shape, and size are as important. Thus, through the

use of the thematic mapper sensor, such elements as water features, soils, and vegetation can be identified and distinguished from each other.

Horizontal Positional Accuracy:

1.0m (3.28ft) @ 1 sigma; Quantitative Value: 1.0 meters, Test that produced the value: Horizontal accuracy @ 1 sigma

Vertical Positional Accuracy:

Data set tested to meet FVA of 9.4 cm RMSEz. (18.5cm (0.6ft) @ 95% confidence level, 15cm (0.5ft) @ 90% confidence level.; Quantitative Value: .094 meters, Test that produced the value: Tested to meet RMSEz of 9.4 cm Accuracyz = RMSEz X 1.9600 at the 95% confidence level.

Completeness Report:

The lidar collection has been acquired by the CWDR and is only distributed by the NOAA Office for Coastal Management. While the OCM tries to ensure data quality, there is no warranty as to the accuracy,

reliability or completeness of the lidar data.

Conceptual Consistency:

All data formatted by OCM validated using commercial GIS software to ensure proper formatting and loading.

Description:

The NOAA Office for Coastal Management (OCM) received topographic files in LAS format. The files contained lidar

elevation and intensity measurements. The data were received in projected UTM Zone 10N, NAD83 coordinates

and were vertically referenced to NAVD88. The vertical units of the data were meters. OCM performed the following processing

for data storage and Digital Coast provisioning purposes:

1. The unclassified LAS files were classified by NOAA OCM using MARS7 software. The data contains Class 1 (Unclassified), Class 2 (Ground), and Class 7 (Noise).

2. The LAS files were retiled into 1500x1500 meters tiles using MARS7 software.

3. The LAS files' Class 2 (Ground) points were rechecked for High/Low Noise. If points were found they were removed from the data.

4. Horizontally the data was converted from projected UTM Zone 10N coordinates (meters) to geographic NAD83 coordinates (decimal degrees).

5. Vertically the data was converted from orthometric NAVD88 heights (meters) to ellipsoidal NAD83 (meters) using GEOID03 (Geoid model assumed).
