Abstract

Geographic Information System (GIS). Southwest Florida Water Management District (SWFWMD) regularly uses digital topographic information to support regulatory, land management and acquisition, planning, engineering and habitat restoration projects. LiDAR data will support hydrologic modeling activities associated with the Federal Emergency Management Agency (FEMA), and in the creation of Digital Flood Insurance Rate Maps (DFIRM).

Accuracy:

According to NMAS standards; the following aspects of the data were verified during the course of the project processing:

- Data completeness and integrity

- Data accuracy and errors

- Anomaly checks through visual measurement and inspection

- Final quality control of deliverable products; ensuring integrity; graphical quality; conformance to SWFWMD standards are met for all delivered products.

Horizontal Positional Accuracy:

+- 3.8 Foot (see Survey Report); Quantitative Value: 1.158 meters, Test that produced the value: 115.8 cm, 2 sigma

Vertical Positional Accuracy:

The fundamental Vertical Accuracy (FVA) of the LiDAR bare-earth was tested and meets a 0.60' fundamental accuracy at 95% confidence level using RMSEz x 1.9600 (whereas RMSEz = 0.30') as defined by the National Standard for Spatial Data Accuracy (NSSDA) in open well defined terrain. Then vertical accuracy testing for LiDAR data over well-defined surfaces will meet or exceed requirements as set forth in the Federal Geographic Data Committee's (FGDC) Geospatial Positioning Accuracy Standards, Part 3: National Standard for Spatial Data Accuracy (NSSDA).; Quantitative Value: 0.091 meters, Test that produced the value: 9.1 cm RMSEz

Completeness Report:

On a project level, a check of all tiles and tile seams were contiguous.

Conceptual Consistency:

All files delivered were verified visually and tested by comparison to elevation in LiDAR ground points and survey data provided by SWFWMD to ensure they open and are positioned properly.

Description:

The data was collected by Earth Eye, LLC using a Lieca ALS60 scanner and Lieca digital camera housed in a fixed wing Cessna 207 plane. The raw GPS and IMU data was processed against NGS CORS stations and Static Base Stations using Leica IPAS Pro software to produce post processed trajectory files. These files were used with the raw scan files in Leica ALS software to created LAS data projected in US State Plane Coordinate system, Florida West (902) in US feet. The LAS data is then calibrated using TerraMatch and filtered using TerraScan. The filtered LAS data and control points provided by SWFWMD were loaded into Earth Eye EarthShaper software and analyzed against the LiDAR ground classified points to produce a control report. The results of the report provided an accuracy assessment which yielded an RMSEz of 0.1938 Feet. This baseline report provided sufficient accuracy to support a 1 foot contour accuracy.

Description:

The NOAA Office for Coastal Management (OCM) received the topographic lidar files in LAS format from SWFWMD. The files contained lidar easting, northing, elevation, intensity, return number, etc. The data was received in Florida State Plane West 0902 (US ft) and NAVD88 (US ft). OCM performed the following processing for data storage and Digital Coast provisioning purposes:

1. The files were reviewed and erroneous elevations were removed. If the elevations were class 7, noise they remained.

2. Class 30 points (reserved for ASPRS definition) were reclassified to Class 10 (ground within 10ft of a breakline) to fit OCM DAV class scheme.
