Abstract

Camp Dresser McKee Inc. contracted with Sanborn Map Company to provide LiDAR mapping services for Fort Kent, Maine. Utilizing multi-return systems, Light Detection and Ranging (LiDAR) data in the form of 3-dimensional positions

of a dense set of mass points was collected in spring 2009 for 187 square miles along the St. Johns River and the Fish River. The Leica ALS-50 LiDAR system was used to collect data for the survey campaign.

The nominal point spacing of this data set is 1.4 meters.

Data Quality

Horizontal Positional Accuracy:

Lidar acquired and processed to meet 1m (RMSE) horizontal accuracy.; Quantitative Value: 1.0 meters, Test that produced the value:

Units in meters. Horizontal point accuracy is a function of angular origination of the pulse; IMU orientation; the scanner encoder and ranging function and will vary depending on the proposed point density selected for the collection.

Statistically, the error is roughly 1/3 of the illuminated foot print on the ground and is a function of the beam divergences.

Vertical Positional Accuracy:

The vertical accuracy is based on the Sanborn independent collection of 20 ground survey points distributed throughout the project. The RMSEz of all survey checkpoints tested as .195 ft (6 cm).; Quantitative Value: 0.06 meters, Test that produced the value: Tested RMSEz. Units in meters.

Completeness Report:

A visual qualitative assessment was performed in the source Lidar dataset. Small data voids were noted by NOAA OCM in tiles 1275-16750 and 1225-17000, these voids are over water and should

not impact the quality of the data set.

Conceptual Consistency:

Data covers the tile scheme provided for the area of interest.

Description:

The ABGPS, IMU, and raw Leica ALS-50 LiDAR data are integrated into the LEICA ALS post processor software. The resultant file is in a LAS binary file format. The LAS file version 1.1 formats can be easily transferred from

one file format to another. It is a binary file format that maintains information specific to the LiDAR data (return#, intensity value, xyz, etc.). The resultant points are produced in the geodetic coordinates referenced

to the NAD83 horizontal datum and GRS80 vertical datum.

Description:

The unedited data are classified to facilitate the application of the appropriate feature extraction filters. A combination of proprietary filters is applied as appropriate for the production of bare earth digital

terrain models (dtms). Interactive editing methods are applied to those areas where it is inappropriate or impossible to use the feature extraction filters, based upon the design criteria and/or limitations of the

relevant filters. These same feature extraction filters are used to produce elevation height surfaces. The LiDAR mass points were delivered in American Society for Photogrammetry and Remote Sensing LAS 1.1 format.

The header file for each dataset is complete as define by the LAS 1.1 specification. The data was classified as follows: Class 1 = Unclassified. This class includes vegetation, buildings, noise etc. Class 2 = Ground.

Description:

The NOAA Office for Coastal Management (OCM) received the topographic files in .las.gz compressed format. The files were LAS version 1.1. The files contained

lidar elevation measurements. The data were received in NAD83 Maine State Plane 2000 East coordinates coordinates and were vertically referenced to

NAVD88 using the Geoid03 model. The vertical units of the data were feet. OCM performed the following processing for data storage and Digital Coast provisioning purposes:

1. The compressed .las.gz files were uncompressed to LASV1.1 format.

2. The topographic las files were converted from a Projected Coordinate System (Maine SP 2000 East) to a Geographic Coordinate system (GCS).

3. The topographic las files' horizontal units were converted from feet to decimal degrees.

4. The topographic las files were converted from orthometric (NAVD88) heights to ellipsoidal heights using Geoid03.

5. The topographic las files' vertical units were converted from feet to meters.
