Abstract

WSI, a Quantum Spatial company, has collected Light Detection and Ranging (LiDAR) data for the Oregon LiDAR Consortium (OLC) Colville study area. This study area is located in northeastern Washington, abutting Canada.

The collection of high resolution geographic data is part of an ongoing pursuit to amass a library of information accessible to government agencies as well as the general public.

In August 2014 WSI employed remotesensing lasers in order to obtain a total area flown of 171,091 acres. Settings for LiDAR data capture produced an average resolution of at least eight pulses per square meter.

Final products created include LiDAR point cloud data, one meter digital elevation models of bare earth ground models, ground density rasters, and highest-hit returns, one-half meter intensity rasters, study area vector shapes, and corresponding statistical data. Final deliverables are projected in United States Forest Service (USFS) Region 6 Albers.

NOAA Office for Coastal Management has reprojected the point cloud data to geographic coordinates and ellipsoid heights for storage in the Digital Coast Data Access Viewer. Vertical Positional Accuracy:

Vertical Accuracy reporting is designed to meet guidelines presented in the National Standard for Spatial Data Accuracy (NSSDA) (FGDC, 1998) and the ASPRS Guidelines for Vertical Accuracy Reporting for LiDAR Data V1.0 (ASPRS, 2004). The statistical model compares known Ground Survey Points (GSPs) to the closest laser point. Vertical accuracy statistical analysis uses ground check points in open areas where the LiDAR system has a "very high probability" that the sensor will measure the ground surface and is evaluated at the 95th percentile.

For the Colville study area, 1,451 GSPs were collected. For this project, no independent survey data were collected, nor were reserved points collected for testing. As such, vertical accuracy statistics are reported as "Compiled to Meet."

Conceptual Consistency:

Upon receipt from vendor (WSI), all LiDAR data was independently reviewed by staff from the Oregon Department of Geology and Mineral Industries (DOGAMI) to ensure project specifications were met. All data were inventoried for completeness and data were checked for quality, which included examining LiDAR data for errors associated with internal data consistency, model quality, and accuracy.

Description:

The LiDAR survey occurred between August 3 and August 29, 2014 utilizing a Leica ALS 60 sensor mounted in a Partenavia P68. The system was programmed to emit single pulses at between 96 kHz and 105.9 kHz and were flown at 900 meters above ground level (AGL), capturing a scan angle of 15 degrees from nadir (field of view equal to 30 degrees). These settings were developed to yield points with an average native density of greater than eight pulses per square meter over terrestrial surfaces.

The LiDAR coverage was completed with no data gaps or voids, barring non-reflective surfaces (e.g., open water, wet asphalt). All necessary measures were taken to acquire data under good conditions (e.g., minimum cloud decks) and in a manner (e.g., adherence to flight plans) that prevented the possibility of data gaps.

The NOAA Office for Coastal Management (OCM) received the files in laz format. The files contained Lidar elevation and intensity measurements. The data were in United States Forest Service (USFS) Region 6 Albers, using the NAD83(2011) horizontal datum and the NAVD88 (Geoid 12A) vertical datum, with units in meters. OCM performed the following processing to the data to make it available within the Digital Coast:

1. The data were converted from United States Forest Service (USFS) Region 6 Albers coordinates to geographic coordinates.

2. The data were converted from NAVD88 (orthometric) heights to NAD83(2011) ellipsoid heights in meters using Geoid12a grids.

The data was received without a metadata record. This record was produced based on the data quality report.
