Abstract

The LIDAR survey presents digital elevation data sets of a bald earth surface

model and 2ft interval contours covering Bayfield County, Wisconsin. The LIDAR

data was acquired in March of 2009 using an Optech ALTM 3100EA LIDAR system.

The spatial coordinate system is Wisconsin State Plane Bayfield North (4801)

in meters, NAVD88 in meters, using the Geoid03 model.

Data Quality

Accuracy:

Mapping accuracy was measured as +/- 0.12 feet. | Quantitative Value: 0.036 | Quantitative Test Explanation: Control was gathered by Bayfield County and used to verify the Lidar data.

Horizontal Positional Accuracy:

Horizontal accuracy tested, control was gathered by

Bayfield County and used to verify the Lidar data.

; Quantitative Value: .91 meters, Test that produced the value: +/- 3 ft Horizontal Accuracy

Vertical Positional Accuracy:

Deliverables were tested for vertical accuracy. The vertical unit of the data file is in ft, shown in

meters in valuye below.

; Quantitative Value: 0.036 meters, Test that produced the value:

Measured 0.12-foot vertical accuracy RMSE. Control was gathered by Bayfield County and used to verify the Lidar data.

Completeness Measure:

Cloud Cover: Unknown

Completeness Report:

There are no significant omissions.

Conceptual Consistency:

The data set includes coverage of the greater Bayfield County, Wisconsin. The LIDAR data is divided into

an edge-matched 5000 ft by 5000 ft grid of 542 tiles.

Process Steps

Process Step 1

CC ID: 1134040
Description:

The production of LIDAR bald earth DEM's and contours requires a LIDAR survey, LIDAR sensor calibration,

data processing, ground control and ortho-rectified images. An Optech ALTM 3100EA LIDAR system was used

flying at 4000ft agl with a 21deg scan angle and 40% sidelap for an avg raw point density of 2.6ft.

Process Date/Time: 2009-04-01 00:00:00

Process Step 2

CC ID: 1134041
Description:

The NOAA Office for Coastal Management (OCM) received topographic LAS files with no metadata. The

files contained LiDAR elevation and intensity measurements. The points were classed as 'never

classified' or unclassified. The data arrived in Wisconsin State Plane Bayfield North (4801)

and in NAVD88 in feet.

1. Data was received as all points unclassified. Classified with an algorithm on all LAS files to find ground points.

2. All LAS files were then shifted vertically from NAVD88 to a ellipsoidal (2003) datum

3. All LAS files were then shifted horizontally from SP83 4801 to Geographic decimal degrees.

4. The data was merged into one large LAS file then retiled to better serve the OCM system.

5. Metadata was created, along with a KMZ for the project and ancillary information provided in metadata record.
