Abstract

The base LiDAR deliverables will conform to USGS LBS specifications V1.4 for Quality Level 2 (QL2) data.

The QL2 requires collection of 2 points per square meter (ppsm), nominal LiDAR pulse spacing of no greater

than 0.7 meter for 463 square miles and 4 PPSM for 494 sq. miles and a vertical accuracy of better than 10-cm

RMSE. (Merrick will provide data to a 9.25cm vertical accuracy in the interest of meeting a 1 foot contour

accuracy specification and this will still meet the QL2 specification).

The NOAA Office for Coastal Management (OCM) downloaded this lidar data from the USGS ftp site, processed it and made it available on the NOAA Digital Coast. In addition to this lidar point data, bare earth digital elevation model (DEM) raster and breakline data are also available. Links to these data are located in the URL section of this metadata record. The breakline data has not been reviewed by the OCM and is made available at the user's discretion .

Data Quality

Horizontal Positional Accuracy:

This data set was produced to meet ASPRS Positional Accuracy Standards for Digital Geospatial Data (2014) for a 42.98 cm RMSEx / RMSEy Horizontal Accuracy Class which equates to Positional Horizontal Accuracy = +/- 74.68 cm at a 95% confidence level.

Vertical Positional Accuracy:

This data set was tested to meet ASPRS Positional Accuracy Standard for Digital Geospatial Data (2014) for a 10.0-cm RMSEz Vertical Accuracy Class. Actual NVA accuracy (55 NVA check points) was found to be RMSEz = 6.965 cm, equating to +/- 13.651 cm at the 95% confidence level. Actual VVA accuracy (45 VVA check points) was found to be +/- 15.180 cm at the 95th percentile.

Completeness Report:

This dataset contains unclassified returns of the LIDAR sensor. The sensor data was verified in MARS software to ensure complete coverage.

Conceptual Consistency:

Calibrations of the LIDAR flightline data are performed; this process is known as boresighting. The flightlines are compared to evaluate both their relative and absolute accuracies.

Process Steps

Process Step 1

CC ID: 1140572
Description:

LIDAR data was collected using McElhanney's ALS70 HP LIDAR sensor. The raw data was verified in MARS software for complete coverage of the project area, and boresighted to align the flightlines. Raw data files were parsed into manageable client-specific tiles. These tiles were then processed through automated filtering that separates the data into different classification groups: unclassified points, ground points, low points, water, ignored ground, Bridge Decks and Culverts. The data was next taken into MARS to reclassify the erroneous points that may remain in the LIDAR point cloud after auto filter.

Process Date/Time: 2016-11-29 00:00:00

Process Step 2

CC ID: 1140573
Description:

The NOAA Office for Coastal Management (OCM) downloaded the data in laz format from the USGS site on Nov 2, 2017 (ftp://rockyftp.cr.usgs.gov/vdelivery/Datasets/Staged/NED/LPC/projects/USGS_LPC_AK_Anchorage_2015_LAS_2017/) . The files contained lidar elevation and intensity measurements. The data were in UTM Zone 6 (NAD83) meters coordinates and NAVD88 (Geoid12a) elevations in meters. OCM did the following processing to the data for Digital Coast storage and provisioning purposes:

1. File names were changed to remove USGS_LPC_2017 and _LAS_2017 from the filenames.

2. Converted from UTM Zone 6 (NAD83) meters coordinates to geographic coordinates

3. Converted from NAVD88 elevations to NAD83(2011) ellipsoid elevations using Geoid12a grids

4. Copied the laz files to database and https
