Abstract

This record was created by the NOAA Office for Coastal Management (OCM) because no metadata record or data report were available for the data. Information to create this record was found in the Quantum Spatial (WSI) lidar report. A link to this report is provided in the URL section below.

The NOAA Office for Coastal Management (OCM) downloaded this lidar data from the AK DGGS site (https://elevation.alaska.gov/) and processed the data to be available on the Digital Coast Data Access Viewer (DAV). OCM noted that there are many points over water that are classified as ground. OCM processed all points to the Digital Coast Data Access Viewer (DAV).

WSI, a Quantum Spatial Company, has completed the acquisition and processing of Light Detection and Ranging (LiDAR) data of the Oregon LiDAR Consortium (OLC) Alaska FEMA Sitka Survey, for the Oregon Department of Geology and Mineral Industries (DOGAMI). The OLC Alaska FEMA Sitka project area (AOI) encompasses approximately 7,200 acres. Total area flown (TAF) is approximately 9,245 acres. WSI acquired data from May 16 - May 22, 2014. Settings for LiDAR data capture produced an average resolution of at least eight pulses per square meter.

Vertical Accuracy reporting is designed to meet guidelines presented in the National Standard for Spatial Data Accuracy (NSSDA) (FGDC, 1998) and the ASPRS Guidelines for Vertical Accuracy Reporting for LiDAR Data V1.0 (ASPRS, 2004). The statistical model compares known ground check points to the closest laser point. Vertical accuracy statistical analysis uses ground control points in open areas where the LiDAR system has a “very high probability” that the sensor will measure the ground surface and is evaluated at the 95th percentile. For the OLC Alaska FEMA Sitka study area 317 GCP points were collected. Statistics are calculated on the cumlative sum of all points collected for all deliveries. For this project, no independent survey data were collected, nor were reserved points collected for testing. As such, vertical accuracy statistics are reported as “Compiled to Meet.” Vertical Accuracy is reported for the entire study area. The RMSE is 0.03 m.

Description:

The NOAA Office for Coastal Management (OCM) downloaded 80 laz files from the Alaska Division of Geological and Geophysical Surveys data Portal (https://elevation.alaska.gov/). The files contained classified elevation and intensity measurements for the 2014 OLC FEMA Sitka data set. The data were in Alaska State Plane, Zone 5001 coordinates (NAD83, US survey feet) and NAVD88 elevations (GEOID12A) in feet. The data were classified: 1 - Unclassified, 2 - Ground, 7 - Noise. OCM noted that there are many points over water that are classified as ground. OCM processed all points to the Digital Coast Data Access Viewer (DAV).

OCM performed the following processing on the data for Digital Coast storage and provisioning purposes:

1. The LAStools software scripts lasinfo and lasvalidate were run on the laz files to check for errors.

2. An internal OCM script was run to check the number of points by classification and by flight ID and the gps and intensity ranges.

3. Internal OCM scripts were run on the laz files to convert from Alaska State Plane, Zone 5001 coordinates to geographic coordinates, to convert from NAVD88 elevations to ellipsoid elevations using the GEOID12A model, to convert from feet to meters, to assign the geokeys, to sort the data by gps time and zip the data to database and to http.
