Abstract

Pending or issued preliminary permits or issued licenses for marine hydrokinetic projects that produce energy from waves or directly from the flow of water in ocean currents or tides. The status of these projects is administered by the Federal Energy Regulatory Commission (FERC). This dataset excludes any sites considered inland. Listings found for maximum capacity and average annual production are estimates obtained from applications submitted to FERC by the licensee. Actual numbers upon build-out could vary. Preliminary permits maintain priority of application for a license for up to three years while a potential license applicant explores project feasibility and prepares a license application, but do not authorize construction, operation, or maintenance of a hydropower project. Although studies are often carried out while potential applicants hold preliminary permits, the permits do not authorize any activity or site access. Such permissions must be obtained from the appropriate authority. In some cases, potential license applicants can obtain a successive permit if they have pursued the preparation of a license application in good faith and with due diligence. Only a small portion of preliminary permits lead to licenses.

To support ocean planning activities pursuant to the Executive Order Regarding the Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States, the Energy Policy Act, the National Environmental Policy Act, the Rivers and Harbors Act, and the Coastal Zone Management Act.

Description:

• Go to FERC and download Pending Licenses, Relicenses and Exemptions; Status of Requests for Preliminary Permit Term Extensions; Active Preliminary Permits; Pending Preliminary Permits; Complete list of Active Licenses; and Active Exemptions

• Search through these documents for Tidal and Wave projects, and copy their information into a new spreadsheet

• Go to http://elibrary.ferc.gov/idmws/search/fercadvsearch.asp and search by each projects Docket Number to access the documents associated with the project

• Find the coordinates of these projects by searching thru the documents and add this to the spreadsheet

• Import spreadsheet into ArcGIS, convert to xy coordinates, and export as a point feature class

• For features that are polygons, calculate the centroid by finding the point-wise average of the coordinates (If three coordinates are (x1, y1), (x2, y2), and (x3, y3), the centroid is {(x1 + x2 + x3)/3}, {(y1 + y2 + y3)/3}.)

• Delete all superfluous fields

• Check geometry and project data into WGS 1984 Auxiliary Sphere
