As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
WSI was contracted by the Oregon Department of Geology and Mineral Industries (DOGAMI) to acquire and process Light Detection and Ranging (LiDAR) data and Four-Band Radiometric Image Enhanced Survey of the Oregon Lidar Commission (OLC) Lane County area of interest, which encompasses 2,030,099 acres. Setting for LiDAR data capture produced an average resolution of at least eight pulses per square meter. All final deliverables are projected in Oregon Lambert, endorsed by the Oregon Geographic Information Council, using the NAD83(2011) horizontal datum and the NAVD88 (Geoid 12A) vertical datum, with units in international feet. Bare Earth digital elevation models (DEMs) of the area were produced from this Lidar data with 3 foot (1 meter) resolution.
The NOAA Office for Coastal Management (OCM) received 118 Bare Earth ADF DEM files from DOGAMI and processed the data to the Data Access Viewer (DAV) and https. These data are available for download at the link provided in the URL section of this metadata record. The lidar point cloud from which this DEM was derived is also available for download, and may be found in the Related Items section below.

Watershed Sciences Inc. has collected Light Detection and Ranging (LIDAR) data in the Lane County Study Area for the Oregon Department of Geology and Mineral Industries (DOGAMI).
NOAA OCM has taken the data and ingested it into the Digital Coast Data Access Viewer for distribution.
Process Steps:
- The OLC Lane County Delivery 10 LiDAR survey utilized the Leica ALS80 sensor mounted in a Cessna Caravan 208. The system was programmed to emit single pulses at a rate of 350 kilohertz and flown at 1,500 meters above ground level (AGL), capturing a scan angle of +/-15 degrees from nadir (field of view equal to 30 degrees). These settings are developed to yield points with an average native density of greater than eight pulses per square meter over terrestrial surfaces. The native pulse density is the number of pulses emitted by the LiDAR system. Some types of surfaces such as dense vegetation or water may return fewer pulses than the laser originally emitted. Therefore, the delivered density can be less than the native density and lightly vary according to distributions of terrain, land cover, and water bodies. The study area was surveyed with opposing flight line side-lap of greater than 65 percent with at least 100 percent overlap to reduce laser shadowing and increase surface laser painting. The system allows up to four range measurements per pulse, and all discernible laser returns were processed for the output dataset. To solve for laser point position, it is vital to have an accurate description of aircraft position and attitude. Aircraft position is described as x, y, and z and measured twice per second (two hertz) by an onboard differential GPS unit. Aircraft attitude is measured 200 times per second (200 hertz) as pitch, roll, and yaw (heading) from an onboard inertial measurement unit (IMU). As illustrated in the accompanying map, 1,460 full and partial flightlines provide coverage of the study area.
- NOAA/OCM received the data from DOGAMI in Arc Grid format . Data were in NAD83(2011) Oregon Lambert horizontally and NAVD88 (Geoid12a) vertically. All units were international feet. For ingest into the Digital Coast Data Access Viewer and adhere to the Open Data Policy, data were converted to GeoTiff format. (Citation: Processed Lidar)

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
