Data Quality

Horizontal Positional Accuracy:

1/3000th of above ground flying height. Project height for this project was 900 meters equating to a 0.27 meter footprint Qualitative value: , Test that produced the valued: See LiDAR data report.

Vertical Positional Accuracy:

Two accuracy comparisons were done using Real Time Kinematic (RTK) validation points compared to the gridded lidar data. DOGAMI collected 98 RTK points and found an RMSE of 0.094 meters. The lidar contractor (Watershed Sciences, Inc.) provided additional RTK survey data for comparison to the DEM. A total of 3883 RTK measurements compared to the grids with an RMSE of 0.046 meters. See the lidar acceptance report from DOGAMI for further detail.

Completeness Report:

LiDAR data has been collected and processed for all areas within the project study area.

Conceptual Consistency:

Watershed Sciences, Inc. collected Light Detection and Ranging (LiDAR) data of the Malheur

study area for the Oregon Department of Geology and Mineral Industries (DOGAMI). The area of interest

(AOI) totals 399 square miles (255,271 acres) and the total area to fly (TAF) covers 409 square miles

(261,732 acres). The TAF acreage is greater than the original AOI acreage due to buffering and flight

planning optimization (Figure 1.1 below). This report has been amended to reflect new data and

cumulative statistics for the overall LiDAR survey. DOGAMI data are delivered in OGIC(HARN):

Projection: Oregon Statewide Lambert Conformal Conic; horizontal and vertical datums: NAD83

(HARN)/NAVD88(Geoid03); Units: International Feet.

For Delivery 1 of the Malheur study area, the AOI totals 132,104 acres (206 square miles) and the TAF

totals 134,922 acres (211 square miles). The AOI for delivery 2 is 123,167 acres (192 square miles) and

the TAF totals 126,810 acres (198 square miles). Figure 1.2 below displays the TAF and AOI for the

complete Malheur study area.

Process Steps

Process Step 1

CC ID: 1292723
Description:

Acquisition.

The LiDAR data was collected between August 19 and 27 , 2008. The survey used a Leica ALS50 Pase II laser system mounted in a Cessna Caravan 208. Near nadir scan angles were used to increase penetration of vegetation to ground surfaces. Ground level GPS and aircraft IMU were collected during the flight.

Process Step 2

CC ID: 1292724
Description:

Processing.

1. Flight lines and data were reviewed to ensure complete coverage of the study area and positional accuracy of the laser points.

2. Laser point return coordinates were computed using ALS Post Processor software and IPAS Pro GPS/INS software, based on independent data from the LiDAR system, IMU, and aircraft.

3. The raw LiDAR file was assembled into flight lines per return with each point having an associated x, y, and z coordinate.

4. Visual inspection of swath to swath laser point consistencies within the study area were used to perform manual refinements of system alignment.

5. Custom algorithms were designed to evaluate points between adjacent flight lines. Automated system alignment was computed based upon randomly selected swath to swath accuracy measurements that consider elevation, slope, and intensities. Specifically, refinement in the combination of system pitch, roll and yaw offset parameters optimize internal consistency.

6. Noise (e.g., pits and birds) was filtered using ALS postprocessing software, based on known elevation ranges and included the removal of any cycle slips.

7. Using TerraScan and Microstation, ground classifications utilized custom settings appropriate to the study area.

8. The corrected and filtered return points were compared to the RTK ground survey points collected to verify the vertical and horizontal accuracies.

9. Points were output as laser points, TINed and GRIDed surfaces.

Description:

Data was obtained by NOAA Office for Coastal Management from DOGAMI. Data were in Oregon Lambert NAD83(HARN) international feet with NAVD88(Geoid03) international feet vertically. Data were in ArcGrid proprietary format and were converted to GeoTiff format using GDAL 2.4.0 to comply with the open data policy and for ingest into the Digital Coast Data Access Viewer.
