Abstract

Unexploded ordnances (UXO) are explosive weapons (bombs, bullets, shells, grenades, mines, etc.) that did not explode when they were employed and still pose a risk of detonation. Ocean disposal of munitions was an accepted international practice until 1970, when it was prohibited by the Department of Defense. In 1972 Congress also passed the Marine Protection, Research, and Sanctuaries Act banning ocean disposal of munitions and other pollutants. This dataset represents known or possible individual or tightly grouped unexploded ordnances on the ocean floor. This is NOT a complete collection of unexploded ordnances on the seafloor, nor are the locations considered to be accurate. Two related datasets should be viewed in tandem: Unexploded Ordnance Areas displays known or possible former explosive dumping areas and Formerly Used Defense Sites (FUDS) displays areas identified by the United States Army Corps of Engineers where unexploded ordnances may exist.

Purpose:

To support ocean planning activities pursuant to the Executive Order Regarding the Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States, the Energy Policy Act, the National Environmental Policy Act, the Rivers and Harbors Act, and the Coastal Zone Management Act.

The attributes in this dataset are believed to be accurate. The NOAA ENC Direct to GIS data is derived from NOAA ENC's which conforms to the International Hydrographic Organization Transfer Standard for Digital Hydrographic Data, Special Publication S-57, ENC Product Specification Edition 2.0.

Horizontal Positional Accuracy:

Maximum scale of intended use is 1:80,000. The NOAA ENC Direct to GIS data is derived from data that conforms to the International Hydrographic Organization Transfer Standard for Digital Hydrographic Data, Special Publication S-57, ENC Product Specification Edition 2.0.

Completeness Report:

Spatial and attribute properties are believed to be complete, although attribute information has been simplified. Geometric thresholds from original data are preserved. No tests have been completed for exhaustiveness. NOAA ENC Direct to GIS data represents current coverage of all ENC Charts. As new NOAA ENCs and NOAA ENC editions are created they will be added to the NOAA ENC Direct to GIS data on the first of every month.

Conceptual Consistency:

These data are believed to be logically consistent. Geometry is topologically clean. The NOAA ENC Direct data is derived from NOAA ENC's which conforms to the International Hydrographic Organization Transfer Standard for Digital Hydrographic Data, Special Publication S-57, ENC Product Specification Edition 2.0. NOAA ENC Direct to GIS data has added generalized nautical chart symbology to aid in the visualization of this data.

Download polygon ENC_DIRECT_DATASETS. Merge the point files into a single feature class and merge the area files into a single feature class. Extract all point and polygon features that intersect the US_EEZ boundary, then project these layers into WGS 1984 World Mercator.

Reading the attribute tables of each feature class, delete any features with no mention of unexploded items or explosive weapons. Delete features that are duplicates. Visually confirm and adjust size, placement, and description of each feature. Compare between all layers, removing duplicates, and compare to NOAA_RNC imagery as a guide to determine which polygon features to convert to point as well as to update attributes in the layers. Clip the resulting features to the FederalAndStateWaters shoreline, check geometry, and project data into WGS 1984 World Mercator.
