As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
Watershed Sciences, Inc. collected Light Detection and Ranging (LiDAR) data of the Klamath Study Area for the Oregon Department of Geology and Mineral Industries (DOGAMI). The area of interest (AOI) totals 1,054 square miles (674,756 acres) and the total area flown (TAF) covers 1,083 square miles (692,999 acres). The TAF acreage is greater than the original AOI acreage due to buffering and flight planning optimization. This is a digital elevation model derived from the lidar point cloud.

Lineage Statement:
Data were collected and processed by Aero-Graphics, Inc, for the U.S. Forest Service. The U.S. Forest Service transferred the data to NOAA for distribution on the Digital Coast.
Process Steps:
- The LiDAR survey utilized Leica ALS60 and ALS50 Phase II sensors mounted in Cessna Caravan 208Bs. The Leica systems were set to acquire either 105,000 or 150,000 laser pulses per second (i.e. 105 kHz/150kHz pulse rate) and flown at 900 or 1500 meters above ground level (AGL), capturing a scan angle of +/-14 degrees or +/- 12 degrees from nadir. The study area was surveyed with opposing flight line side-lap of 50% (100% overlap) to reduce laser shadowing and increase surface laser painting. The system allows up to four range measurements per pulse, and all discernable laser returns were processed for the output dataset. Aircraft position was measured twice per second (2 Hz) by an onboard differential GPS unit. Aircraft attitude is measured 200 times per second (200 Hz) as pitch, roll and yaw (heading) from an onboard inertial measurement unit (IMU).
- Ground classifications were derived from ground surface modeling. Classifications were performed by reseeding of the ground model where it was determined that the ground model failed, usually under dense vegetation and/or at breaks in terrain, steep slopes and at bin boundaries.
- 2023-03-13 00:00:00 - Data were received by NOAA Office for Coastal Management from the U.S. Forest Service in Oregon Statewide Lambert Conformal Conic Projection NAD83 (HARN) international feet in Esri grid format. Vertical coordinates were NAVD88 feet based on Geoid03. The data were converted to cloud optimized GeoTiff for ingest in the Digital Coast Data Access Viewer using the GDAL suite of programs. 7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
