As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
The NOAA Coastal Change Analysis Program (C-CAP) produces national standardized land cover and change products for the coastal regions of the U.S. C-CAP products inventory coastal intertidal areas, wetlands, and adjacent uplands with the goal of monitoring changes in these habitats through time. The timeframe for this metadata is 2020 through 2023, depending on the latest date of available imagery. These maps were developed for NOAA by Ecopia (ecopiatech.com) utilizing high resolution 30cm or better aerial imagery. In addition, a digital surface model (DSM) derived from the stereo imagery was used to determine vegetation heights. This information provides managers with a detailed accounting of current landscape conditions related to impervious surface, woody canopy, and water feature extents.

Process Steps:
- 2023-08-25 00:00:00 - This dataset was created by NOAA's Ocean Service, Office for Coastal Management (OCM). Classification: Initial 1m spatial resolution feature extraction for impervious mapping was conducted by Ecopia Tech Corporation and was developed by Ecopia Tech Corporation using a proprietary feature recognition technology. This involves taking each image and classifying the pixels based on spectral and spatial properties, based on training examples and analyst refinement. The interim product classifications were reviewed, and feedback was provided that allowed for training data that resulted in the refinement of those classifiers. Once the review and edits were complete, the developed impervious class was created by combining the impervious class with railroads from the bare class and with the impervious under canopy class. This work was done under contract to NOAA, through NOAAs Coastal Geospatial Services Contract (CGSC) vehicle. 7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
USE RESTRICTIONS: This land cover data may not be used for the purpose of creating, training, improving, modifying, validating, testing, or evaluating machine learning algorithms, or otherwise leverage the product for the purposes of machine learning for a period of five years from its date of creation, except with the express written consent of Ecopia Tech Corporation.
