Abstract

These data represent the boundaries of the U.S. Integrated Ocean Observing System (IOOS) eleven regional associations (RAs). There are thousands of ocean observing tools in use every day-satellites in orbit, gliders, buoys, high-frequency radar, sharks with satellite tags, sensors on the ocean floor, and more operated by different organizations and researchers. IOOS, a national-regional partnership, gathers and integrates many of those data streams and makes those observations compatible and accessible by science, industry, government, and citizens.

RAs design regional coastal observing systems to meet the unique needs of the regional environment and stakeholders. The eleven IOOS RAs maintain and operate regional coastal observing systems and develop information products for their users. Purpose:

To support ocean planning activities pursuant to the Executive Order Regarding the Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States, the Energy Policy Act, the National Environmental Policy Act, the Rivers and Harbors Act, the Coastal Zone Management Act, and the Integrated Coastal and Ocean Observation System Act of 2009.

Compiled to meet 10 meters horizontal accuracy at 95% confidence level

Completeness Report:

1) Due to a lack of adequate shoreline data, omissions occur in several locations, notably in the northern reaches of Chesapeake Bay and several other embayment's on the east coast.

2) When present the NOAA CUSP data was used as the primary source for the U.S. land-water margin. Other sources such as the NOAA ENC were used to patch gaps in the CUSP.

3) Generally, shorelines are truncated at the first or second major obstruction (bridge, dam, waterfall) going from offshore to onshore.

4) Coastal ponds, lagoons and other water bodies not directly connected to the coastal ocean are not present.

5) The upland termination point for the offshore lateral boundaries were adjusted to be coincident with well established aids to navigation when they were present and appeared to be the intended boundary marker.

Description:

Collect source data from publicly available web sites.

IMPORT source data and standardize the coordinate reference system and feature type.

Evaluate source data for overall quality and completeness.

Discard outdated, flawed, or superseded source data.

Use the ArcGIS Pro graphical user interface to edit features. Remove extraneous geometry, MERGE and snap geometry together, edge match and blend adjoining features, remove dangles, and convert to polygon type.

SELECT and EXPORT to a new feature class all coastal, ocean, and Great Lakes water features.

Acquire and enter attributes for each logical region.

Execute the CHECK GEOMETRY function to evaluate for valid feature types.

Execute the RECALCULATE FEATURE CLASS EXTENT function.

Execute the ADD SPATIAL INDEX function.
