Abstract

The dealer reporting databases contain the primary data reported by federally permitted seafood dealers in the northeast. Electronic reporting was implemented May 1, 2004.

Access Constraints:

Access is restricted to personnel authorized in accordance with NOAA Administrative Order 216-100. A signed non-disclosure agreement must be on file for all authorized personnel. The APSD Data Request staff are the POC for non-disclosure forms.

Use Constraints:

Access to individual reports is restricted to NOAA employees and our partners who have signed non-disclosure agreements. Summary data may be made available based on the "rule of 3", i.e., there must be at least three entities included in a summary for the summary information to be made publically available. Data may be made available if there is no information included that could uniquely link the information to an individual entity (person, vessel operating unit, business, etc.). Individually identifiable information may not be released without written authorization from the provider or by court order.

Generally from the US/Canadian maritime boundary south to the Virginia/North Carolina maritime boundary, seaward to the perimeter of the EEZ (200 miles from shore).

Dealers submitted reports to NMFS on a voluntary basis; paper reports were submitted on NOAA Form 88-30 or it's equivalent. A sub-set of the paper reports were augmented with catch and effort data, which were derived from interviews with vessel operators or based on Port Agent knowledge and experience.

Mandatory reporting was implemented for several species; non-permitted dealers continued to report on a voluntary basis. Concurrent with mandatory dealer reporting, mandatory vessel reporting was implemented. Reports submitted under the mandatory reporting requirements were no longer augmented with catch and effort data, and vessels were submitting that information through the Vessel Trip Report Program.

Beginning on May 1, 2004, any dealer issued a Federal permit for one or more of the following species must submit electronic, trip-level reports on a weekly basis to NMFS: Atlantic bluefish, northeast multispecies, Atlantic deep-sea red crab, ocean quahog, Atlantic hagfish, scup, Atlantic herring, skate, American lobster, spiny dogfish, Atlantic mackerel, Illex squid, Loligo squid, Atlantic sea scallop, summer flounder, black sea bass, surf clam, butterfish, golden tilefish or monkfish.

Access to dealer data is governed by 50CFR600 - Confidentiality of Information. Access by state fishery management agency staff and Fisheries Management Council staff may be allowed through Memorandum of Understanding that are signed by the NE Regional Administrator and Directors of the State Agency or Councils that describe the need and uses of the data and list the individuals who will have access to the data. Contractors may be granted access provided they are working under contract to NOAA or a cooperating partner (state, Council, Commission) on a specific project under the oversight of a partner.

Data is considered representative of the dealer reporting program.

Accuracy:

Dealer data can be considered accurate. The data is audited on a regular basis, compared against other databases, and corrected as needed.

Completeness Report:

Dealer reported data can be considered complete. Dealers are able to edit their reports if necessary to add any fields that are missing. Dealer reporting is set up to ensure most fields are filled out at the time of reporting.

Quality Control Procedures Employed:

GARFO has established an "industry data investigation" (IDI) team whose responsibility is to investigate and correct data errors on GARFO's critical datasets including vessel trip reports, dealer reports, and various associated fishing activity reports. QC on these datasets is performed regularly since data is securely displayed on various web portals to its owners. JIRA is the tool used for tracking quality control.
