As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
Polar Ecosystems Program research projects focus primarily on abundance, trends, distribution, health and condition, and foraging behavior of phocids (harbor, bearded, ringed, spotted, and ribbon seals) in Alaska. This database represents data associated with live captures and specimen collection of all these species across a variety of research projects. Data include information such as capture date, location, time, and handling time, as well as information about each animal (e.g., age, sex, molt, pregnancy status, pelage type). These data are most useful when combined in a relational manner with other datasets (e.g. telemetry, health and disease, morphometrics).

5. Data Lineage and Quality

Lineage Statement:
Each phocid captured is identified by a unique 'specimen number' (speno). The speno consists of a two letter section corresponding to the genus and species (e.g. harbor seal = 'PV') followed by the year the animal was captured and a single underscore ('_'). The latter portion of the speno is a 4 digit integer uniquely identifying that seal for that year. This dataset also includes specimens collected when the animal itself was not captured, such as scat . When the species for a specimen collected is unknown, 'GS' is used for the genus and species prefix.

Data are collected in the field and checked multiple times while being recorded in the dataform. All data are checked again when they are entered in the database. Specimen numbers, which are the unique identifiers for each animal captured or specimen collected while in the field, and are the basis for all following records about each animal, are checked repeatedly to confirm that they are unique before being entered in the database.

The EDMC Data Documentation Procedural Directive requires that NOAA data be well documented, specifies the use of ISO 19115 and related standards for documentation of new data, and provides links to resources and tools for metadata creation and validation.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
The data set is in the process of being archived with the NOAA National Centers for Environmental Information. Once the archival process is complete and verified, the data set will be publicly available.
