Random selection of several hundred permit holders each year done to achieve representativeness of all permit holders. |

Several attempts were made to recontact the permit holder to confirm or correct unusual values reported on the survey forms. Values were presented as reported when confirmation was desired but not received. |

The analytical accuracy depends on the accuracy of the self reporting of costs. Follow up analysis guages the consistency of reported costs and revenues across the entire set of permit holders. |

The survey requests a yearly summary of income and expenses rather than a transaction by transaction record. |
