As stated in Section IV, Requirement 1.3, DM Plans may be hierarchical. If this DM Plan inherits provisions from a higher-level DM Plan already submitted to the Repository, then this more-specific Plan only needs to provide information that differs from what was provided in the Master DM Plan.
1. General Description of Data to be Managed
Formerly Used Defense Sites are locations where military activity occurred and the various trajectory and ranges from these areas where weapons were deployed or tested. Therefore, this dataset acts as a possible proxy for unexploded ordnances or hazardous material. Unexploded ordnances are explosive weapons (bombs, bullets, shells, grenades, mines, etc.) that did not explode when they were employed and still pose a risk of detonation.

Process Steps:
- 2018-08-26 00:00:00 - Concatenate FUDS_number and Site_ID into new field in Inventories table and FUDS layer. Join the table to the layer on this variable. Dissolve based on Name, Phase, Site ID, District, MRA number, MRS number, State, Program, Category and Division Field calculate the Category field in the FUDS layer from the appropriate attributes in the joined table. Merge source layers together and remove extraneous attributes from resulting attribute table. Add "Program" attribute and populate with name of program for each layer (FUDS, MRA, MRS). Eliminate features occurring on land by clipping (preserve intersecting area) to FederalAndStateWaters. Convert Inventories into excel format and combine into single file. Convert excel document to table Remove any FUDs features that overlapped with a MRA or MRS or both. Populate the Division field in the FUDS layer via information collected from the map on the Inventories webpage.

7. Data Access
NAO 212-15 states that access to environmental data may only be restricted when distribution is explicitly limited by law, regulation, policy (such as those applicable to personally identifiable information or protected critical infrastructure information or proprietary trade information) or by security requirements. The EDMC Data Access Procedural Directive contains specific guidance, recommends the use of open-standard, interoperable, non-proprietary web services, provides information about resources and tools to enable data access, and includes a Waiver to be submitted to justify any approach other than full, unrestricted public access.
