Abstract

(3) Precision siting outputs from the Aquaculture Opportunity Atlas for the State of Alaska. Clusters were identified within each of the ten study areas (Cordova, Craig, Juneau, Ketchikan, Kodiak, Petersburg, Seward, Sitka, Valdez, and Wrangell) for two scenarios: intertidal and subtidal mariculture.

    This WebMapper provides information related to the preliminary results of the Alaska Aquaculture Opportunity Area (AOA) spatial suitability analysis conducted by the National Oceanic and Atmospheric Administration’s (NOAA) National Centers for Coastal Ocean Science (NCCOS). The NCCOS spatial suitability analysis and underlying model detailed in this report are part of a multi-year planning process in which NOAA National Marine Fisheries Service (NOAA Fisheries) and the State of Alaska are working to identify AOAs in Alaska State waters to help sustainably advance shellfish and seaweed aquaculture (also referred to in Alaska as mariculture). This information is being provided for the purposes of sharing methods and results and collecting public input prior to the completion of the final NCCOS spatial analysis.

    The work presented here is the result of an AOA spatial suitability model developed by NCCOS with input from expert marine spatial scientists, marine ecologists, project coordinators, policy analysts, and subject matter experts at NCCOS, NOAA Fisheries, and the State of Alaska. Collectively, this team provided input during the model construction process, reviewed data layers, assigned weights, and informed the model development and interpretation of results. Purpose:

NOAA has directives to preserve ocean sustainability and facilitate domestic aquaculture in the U.S. through the National Aquaculture Act of 1980, the NOAA Marine Aquaculture Policy, and Executive Order 13921, "Promoting American Seafood Competitiveness and Economic Growth."

Identifying AOAs is an opportunity for proactive stewardship to use best available science-based guidance on sustainable aquaculture management. Aquaculture in AOAs will support environmental, economic, and social sustainability.

In June 2023, NOAA and the State of Alaska embarked on a mission to pinpoint Aquaculture Opportunity Areas (AOAs) in Alaska's vast waters, focusing on sustainable invertebrates like shellfish and sea cucumbers, along with nutrient-rich seaweed aquaculture for both food and biofuel. With Alaska's coastline stretching longer than the entire lower 48 states combined, the potential for aquaculture is enormous.

Planning and siting for marine aquaculture operations requires thorough synthesis and spatial analyses of critical environmental data and ocean space use conflicts. This dataset is to aid with visualization of potential aquaculture opportunity areas (AOAs) options in the State of Alaska state and federal offshore waters.

The associated spatial analysis and public input are intended to assist agency decision makers in identifying areas that may be suitable for locating Aquaculture Opportunity Areas (AOAs) as mandated by Executive Order 13921 (E.O.), Promoting American Seafood Competitiveness and Economic Growth (May 7, 2020). The scientific results and conclusions, as well as any views or opinions expressed herein, are those of the authors, and do not necessarily reflect the views of NOAA or the Department of Commerce. It does not reflect any agency decision on the location of an AOA or foreclose the agency's ability to evaluate alternate locations. The information within this report and comments collected will be used as one source of information to assist the Agency in identifying AOAs. The decision to identify an AOA will only be made after completion of the National Environmental Policy Act (NEPA) process and consideration of the information presented in a Programmatic Environmental Impact Statement (PEIS), as required by the E.O. Each PEIS will assess the environmental impacts of siting aquaculture facilities in different potential AOA locations, as informed by this report and other relevant sources of information. The PEIS will, therefore, evaluate alternatives, and provide robust environmental information to support agency decision making to identify a location as an AOA. The PEIS will be developed with multiple opportunities for public comment and in coordination with interested parties, organizations, and agencies, including federal, state, and local agencies, and tribal governments. This report was developed for the specific purpose of collecting public comment on locations that might be suitable for locating AOAs and includes limitations specific to that purpose. Caution should be exercised when using the report for other purposes.

Study areas within Alaskan state waters were identified using maximum sea ice coverage, distance from coastal populated places, active aquatic farming sites, and the Alaska state water boundary to narrow down the spatial coverage of the study region. The results were ten distinct study areas encompassing southeast, southcentral, and southwest Alaska. Travel distance from major towns and harbors, as well as a maximum depth were used to further narrow down the final study areas.

Each data layer was scored on a 0 to 1 scale, with scores approaching 0 representing low suitability and 1 representing high suitability relative to the other grid cells for continuous data and a constant downscore value for categorical data. Any grid that contained a data layer considered a constraint was given a 0 score (i.e., constraints data layer) and was deemed unsuitable for aquaculture and therefore not considered further in the analysis. Next, an overall suitability score was calculated for each submodel (i.e., national security, industry, natural or cultural resources, fisheries) by taking the geometric mean of all scores within each grid cell that was not considered a constraint. The geometric mean of the five submodels was used to calculate an overall suitability score on the same 0 to 1 scale.

The resulting suitability scores were used as inputs for the cluster analysis, which uses the Local Index of Spatial Association (LISA) analysis (further referred to as a cluster analysis) to identify statistically significant clusters and outliers of the final relative suitability modeling results. Two scenarios were applied to the suitability model outputs in order to filter the data to attain distinct outputs for both intertidal and subtidal mariculture. The intertidal scenario only retains grid cells in areas which are classified as marine or estuarine wetlands according to the NWI dataset, whereas the subtidal scenario only retains model outputs in areas which are in depths of 15ft to 200ft.

Description:

A precision siting model was developed using custom rules and an adapted version of Techniques for Order of Preference by Similarity to Ideal Solutions (TOPSIS) to identify the most suitable potential AOA Options within each study area scenario. The TOPSIS analysis used a number of characterization parameters to score the clusters defined by the cluster analysis that were larger than 50 acres (i.e. minimum AOA size requirement). In order to both refine individual clusters and select from all potential options, the precision siting model approach applied both a within-cluster and among-cluster approach. The within-cluster precision siting approach refined the clusters in size by running a TOPSIS analysis on each grid cell within a cluster in order to find the highest ranking cells for each cluster independent of the others in a given study area. The among-cluster precision siting approach refined the total number of clusters considered a final AOA option by comparing the entire clusters within a study area against each other and getting scores for each of the clusters after they had been refined using the within-cluster approach.

A subset of clusters were chosen for each study area to try and meet the goal of maximum 4,000 acres of subtidal, and 100 acres of intertidal area per study area.
