Abstract

Observer data span more than two decades and multiple database development interations. To facilitate status of stocks authors and other users of these records, a data set separate from the OLAP was created which reformats and repackages vetted (debriefed) observer data from NORPAC into a common structure, format, and syntax. The granularity of current production data is compromised, however for the purposes of longitudinal research the data set is internally consistant, and spans the developmental boundaries.

Distribution Information

  • Aggregated effort data download.

  • Aggregated catch and effort data download for flatfish.

  • Aggregated catch data download for invertebrates.

  • Aggregated catch data download for fish species other than rockfish and flatfish.

  • Aggregated catch and effort data download for rockfish.

Access Constraints:

All unagregated observer data is confidental to the vessel and or plant from which the fishery activities were observed. Aggredated data is provided to the public by AKFIN and PACFIN.

Use Constraints:

These data are intended for use by status of stocks authors and other researchers who require a longitudinal view of observer data. Records derived from the production database after 2007 have been modified to afford a presentation layer that spans the entire domestic observer program.

Supplemental Information:

All of these data are collected cooperatively from private commercial fishing interests and are protected from general release by confidentiality statutes. This protects the private business interests of industry while still providing NOAA Fisheries with the detailed information necessary to effectively manage the ecosystem. The staff authorized to use these data include NOAA Fisheries' scientists and managers participating in a broad range of activities including:

stock assessments,

marine mammal interactions,

food habits,

fish age analyses,

economic analyses,

fishery management plan development,

in-season fishery management.

The data are also shared with other authorized users in the Alaska Department of Fish and Game (ADF&G) and North Pacific Fishery Management Council staff with similar responsibilities.

Aggregations of observer data which protect confidentiality are periodically developed and released to the public. Observer data serve as essential building blocks for numerous public analyses, reports, and scientific documents.

Our Data-Spatial Maps page allows visitors use of the aggregated observer data to create ma

Data Quality

Representativeness:

These data are merged data sets reporting observer data from both prior to the observer redevelopment project and after the new model went live in December of 2007.

Accuracy:

Because the granularity of the data changed at the development boundary, these data may have lost some of the richness of the newer data model. Some denormalization of post 2007 data has occurred.

Bias:

Any bias is inherited from the source observer data.

Completeness Measure:

These data are recomputed whenever the underlying data is changed.

Quality Control Procedures Employed:

The error and debriefing QA/QC process for source data applies.

Data Management

Have Resources for Management of these Data Been Identified?: Yes
Approximate Percentage of Budget for these Data Devoted to Data Management: Unknown
Do these Data Comply with the Data Access Directive?: Yes
Is Access to the Data Limited Based on an Approved Waiver?: Yes
Approximate Delay Between Data Collection and Dissemination: N/A
If Delay is Longer than Latency of Automated Processing, Indicate Under What Authority Data Access is Delayed:

N/A

Actual or Planned Long-Term Data Archive Location: No Archiving Intended
If To Be Determined, Unable to Archive, or No Archiving Intended, Explain:

Observer Data are never static and subject to continuous revision.

Approximate Delay Between Data Collection and Archiving: N/a
How Will the Data Be Protected from Accidental or Malicious Modification or Deletion Prior to Receipt by the Archive?:

RAID 5 Architecture, Tape back up and off site storage.

Lineage

Lineage Statement:

Raw observer data is denormalized and flattened for analytical users.
