Ming Warren
Ming Warren is is the Acting Chief Financial Officer and Acting Director of Fisheries’ Office of Management and Budget. In this role, she provides oversight of Fisheries-wide strategic planning (including facilities planning), budget formulation and execution, and many of our agency’s administrative and operational functions such as grants, contracts, and cooperative agreements. The Director is also responsible for the administration of Fisheries’ Financial Services Division.
Ms. Warren previously served as Deputy Chief Financial Officer and as the chief of the NOAA Fisheries budget formulation division in the Office of Management and Budget, leading a team of budget professionals to implement all phases of the formulation process to develop the President’s Budget, track appropriation mark-ups, analysis of congressional directives, and provide resource allocation recommendations.
Ms. Warren started her career at NOAA Fisheries as a budget analyst in 2004 after graduating from the University of Maryland with a degree in Finance and Information Systems. Over the last 17 years, she has provided budget analysis and support for a number of NOAA Fisheries Programs, and completed developmental assignments at OMB and within NOAA Fisheries, acting as the NOAA Fisheries Chief of Staff, and her most recent assignment as the Deputy CFO. She has extensive experience with the NOAA Fisheries budget, possesses strong knowledge of programmatic issues, and is service-oriented to provide you with the budget support to achieve our shared NOAA Fisheries goals.
