In this document, the action agencies are the NMFS Office of Protected Resources – Permits and Conservation Division (“Permits Division”) and the Federal Energy Regulatory Commission (FERC). The Permits Division proposes to issue the Alaska Gasoline Development Corporation (AGDC) a Letter of Authorization (LOA) for incidental harassment of marine mammals in Cook Inlet, and an Incidental Harassment Authorization (IHA) for incidental harassment of marine mammals in Prudhoe Bay. Both authorizations are associated with a proposed new liquefied natural gas (LNG) pipeline. FERC proposes to authorize AGDC to build and operate the pipelineand appurtenant facilities. The consulting agency for this proposal is NMFS’s Alaska Region (NMFS AKR). This document represents NMFS’s biological opinion (opinion) on the effects of this proposal on endangered and threatened species and designated critical habitat.
