NOAA Fisheries and the eight Regional Fishery Management Councils have a strong record of sustainably managing fisheries that cross jurisdictional boundaries using existing authorities. The management and governance challenges associated with these fisheries is expected increase in the near future due to climate change.
The technical memorandum provides an overview of past and current trans-boundary management approaches, discusses new tools such as scenario planning, and provides an overview of other ideas identified in the peer-reviewed literature that could help fisheries and fisheries managers plan for and adapt to future changes.
