Bill was an environmental consultant for 10 years prior to starting his contractual work for NOAA Fisheries Service. He has been involved with several hydropower relicensings primarily focusing on fish passage and other technical aspects. He has a B.A. in Environmental Studies from Middlebury College and an M.S. in Geography and Earth Resources from Utah State University.
