Marine Mammal Policy Analyst

Jennifer Goebel is the Atlantic Large Whale Take Reduction Plan coordinator. She also covers the Northeast Marine Mammal Stranding Hotline on some weekends, and provides support to the stranding response teams. Jennifer started at NOAA Fisheries Northeast Regional Office (now the Greater Atlantic Regional Fisheries Office) in Gloucester, Massachusetts as a contractor in the protected resources division, working primarily on endangered species consultations in 2011. From 2015 to 2021, she was the Greater Atlantic Region's Public Affairs Officer. Prior to coming to NOAA, she worked for several Boston-area non-profits (New England Aquarium, Earthwatch, WGBH). Jennifer graduated with a Master of Marine Affairs from the University of Rhode Island in 2011. She also has a bachelor’s degree from Cornell University, and a Juris Doctor degree from the University of North Carolina-Chapel Hill.
