The 2023 Annual Deployment Plan documents how NOAA Fisheries intends to assign fishery observers and electronic monitoring to vessels fishing in the partial observer coverage category (50 CFR 679.51(a)) in the North Pacific during the calendar year 2023.
NOAA Fisheries develops an Annual Deployment Plan to explain how observers and electronic monitoring (EM) will be deployed for the upcoming calendar year. This plan allows for partial coverage strata definitions, participation requirements, and selection rates to change each year. Strata changes define how trips will be monitored (for example which vessels belong to observer or EM selection pools and the requirements necessary to participate in each). They may be based on factors such as gear type, vessel length, funding, and monitoring goals.
