FEMA's National Flood Insurance Program in Oregon: The National Flood Insurance Program administered by the Federal Emergency Management Agency (FEMA) influences development in floodplains. In the Oregon FEMA Biological Opinion (issued in 2016, with Clarification & Errata issued in 2017), NOAA Fisheries examined the impacts of this development on native salmon and steelhead protected by the Endangered Species Act (ESA).
