Final Regulatory Flexibility Analysis for Amendment 21 to the Fishery Management Plan for Bering Sea and Aleutian Islands King and Tanner Crabs

This analysis addresses the statutory requirements of the Regulatory Flexibility Act of 1980, as amended by the Small Business Regulatory Enforcement Fairness Act of 1996.

In January 2004, the U.S. Congress amended Section 313(j) of Magnuson-Stevens Act to mandate the Secretary of Commerce implement the Crab Rationalization Program for the Bering Sea and Aleutian Islands (BSAI) crab fisheries. The arbitration system is one component of the Program.
