Analysis of the environmental and economic impacts of a proposed rule. This rule would create a one-halibut daily bag limit for persons fishing for halibut from guided charter vessels in waters in and off of Southeast Alaska.

This action is being proposed to reduce guided sport charter harvests of halibut to approximately the guideline harvest level established for Area 2C. The analyses in this report address the requirements of the National Environmental Policy Act, Presidential Executive Order 12866 (as amended), and the Regulatory Flexibility Act.
