Review of Fisheries Allocation Laws, Guidance, Technical Memorandums, and Case Studies

Summarizes current perceptions on allocation decisions in fisheries management and concludes with a list of five actions that could be taken to improve the allocation process.

The paper compiles relevant court decisions and summarizes fishery regulations that create or modify commercial and recreational allocations or catch share program allocations. The paper identifies the current guidance and policies related to fishery allocation in the United States and provides examples of what states and other countries have done to successfully tackle allocation issues.
