Summarizes current perceptions on allocation decisions in fisheries management and concludes with a list of five actions that could be taken to improve the allocation process, including compiling a list of allocation decisions (management and court decisions). The paper compiles relevant court decisions (Section 8) and summarizes fishery regulations that create or modify commercial and recreational allocations (Appendix 1) or catch share program allocations (Appendix 2). In addition, this paper identifies the current guidance and policies related to fishery allocation in the United States, and provides examples of what states and other countries have done to successfully tackle allocation issues.
