Summary

NOAA Fisheries has issued an Endangered Species Act (ESA) determination under the ESA tribal 4(d) rule for a Tribal Resource Management Plan (TRMP) prepared by the Hoopa Valley Tribe. NOAA Fisheries prepared an Evaluation and Recommended Determination, a Final Environmental Assessment, and a Biological Opinion in reaching its decision (see Supporting Materials, below).

The TRMP describes the proposed fisheries, limits for harvest, and plans for monitoring and evaluation of the effects on coho salmon from the fisheries, which will occur in the portion of the Trinity River within the Hoopa Valley Reservation. The management objective is for the Tribe to conduct fisheries in a manner that does not appreciably reduce the likelihood of survival and recovery of ESA-listed coho salmon. The TRMP will provide for important harvest opportunities for Hoopa Tribal members.
