Josh joined NOAA Fisheries as deputy director of the Human Capital Management Office in 2020. He quickly became known for his leadership in standing up many groundbreaking programs, including our Total Worker Wellness Program, Onboarding and Orientation Program, and Mentoring Program. He also led the office’s sponsorship of MindfulNOAA and the NewHire Employee Resource Group. 

Most recently, he served as the office’s Acting Director, applying innovative, data-driven human capital solutions to meet agency-wide recruitment initiatives, while simultaneously advancing diversity, equity, and inclusion in our human resources processes. Josh also served as the Acting Deputy Director for the Pacific Islands Fisheries Science Center in 2023. Before coming to NOAA Fisheries, he served at the Peace Corps in multiple capacities, most notably as the Director of the Office of Civil Rights and Diversity and Deputy Director of Human Resources. Josh began his federal career at the Department of Navy where he served as an Employee and Labor Relations Specialist and worked on a wide range of human resource policy and program initiatives, complex employment cases, and union negotiations. He holds a master’s degree in public administration from American University, a bachelor’s degree in political science from the University of Florida, and is a proud AmeriCorps alumnus.
