On October 14 and 16, 2020, NOAA held public scoping meetings regarding the Pacific Ocean AquaFarms Environmental Impact Statement. The purpose of the scoping meetings was to facilitate public engagement regarding the scope of the EIS for the Pacific Ocean AquaFarms project as part of scoping. The purpose of scoping is to:

Define the alternatives that will be analyzed;
Identify the concerns of the other entities, including other NOAA line or staff offices; federal, state, and local agencies; tribal governments; nongovernmental organizations; and individuals; and invite participation from affected entities;
Identify the likely geographic area of potential environmental effects;
Identify the environmental issues that are pertinent to the proposed action;
Identify and eliminate those environmental issues that are not relevant to the proposed action; and
Determine if the proposed action will trigger the compliance requirements of other environmental statutes, regulations, or Executive Orders.
