Fishing Effort Limits for Purse Seine in the Western and Central Pacific Ocean

Overview

NOAA Fisheries established fishing effort limits for U.S. purse seine fishing vessels in the Effort Limit Area for Purse Seine (ELAPS). The ELAPS is the area between 20˚N and 20˚S, within the area of application of the Convention for the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean, that are either high seas or within the U.S. exclusive economic zone (see 50 CFR 300.223). NOAA Fisheries established these limits to satisfy, in part, the obligations of the United States under the Convention, the objective of which is to ensure, through effective management, the long-term conservation and sustainable use of highly migratory fish stocks in the western and central Pacific Ocean.
