This draft 2021 Annual Deployment Plan (ADP) documents how the National Marine Fisheries Service (NMFS) intends to assign fishery observers and electronic monitoring (EM) to vessels fishing in the partial observer coverage category (50 CFR 679.51(a)) in the North Pacific during the calendar year 2021.
The sampling design for at-sea deployment of observers and EM in the partial coverage category involves three elements:
- the selection method to accomplish random sampling
- division of the population of partial coverage trips into selection pools or strata
- the allocation of deployment trips among strata.
