Proposed amendment to GOA regulations for Pacific cod vessels using pot gear in two Steller sea lion haulout areas

This Final Regulatory Flexibility Analysis evaluates a proposed action to permit Pacific cod pot fishing at two Steller sea lion haulouts in the Gulf of Alaska.  This FRFA meets the requirements of the Regulatory Flexibility Act at 5 U.S.C. 604(a).
