This Regulatory Impact Review (RIR) examines the costs and benefits of a proposed rule to allow processors receiving fish for the Prohibited Species Donation Program to convert processing byproducts (e.g., inedible heads and guts from salmon and Pacific halibut) into fish meal, oil, or bone meal. This RIR is prepared under Presidential Executive Order (E.O.) 12866 (58 FR 51735; October 4, 1993). This action would allow, through regulation, a practice that is already allowed under an existing enforcement policy. This action would benefit the regulated entities and would entail few, if any, costs.
